Purpose
The purpose of this memorandum is to forward to the Board of Mayor and Aldermen (BOMA) that approval on behalf of BOMA was given by the City Administrator to enter into a construction services agreement with Humerick Environmental Construction, Inc. for site and building pad work at the property being developed for the COF Temporary Fire Station 7 located at the Williamson County Agricultural Complex $ 18,889.20  
 
Background
On January 27th the BOMA approved a lease agreement (2015-0003) between the City of Franklin and Williamson County for the construction and operation of a temporary fire hall (Station 7) on the Williamson County Agricultural Complex. Due to a tragic accident on the morning of August 5, 2014 a gasoline tanker hit the existing bridge abutment and caught fire causing structural damage that it required the removal of the older Peytonsville Rd Bridge and newer bridge that had just been completed. Realizing the need for public safety services in this area, the City Administrator and Fire Department began immediate discussions with our County partners about medical, law enforcement and fire protection needs for the affected area.  
 
An area on the County Complex located on the far southern end of the property was determined to be a suitable spot to build a temporary facility. The site is a small piece of flat ground that will accommodate a pole barn that measures fifty (50) feet in length by thirty (30) feet in width with a large single door that will accommodate one fire apparatus vehicle. The living quarters that will be placed there is a manufactured home that measures forty (40) feet long by twenty four (24) feet wide and is a three (3) bedroom two (2) bath home with kitchen, laundry and sitting room. Even though the site is a flat piece of ground the site had be developed to accommodate for two decent type structures and a sewage waste tank. Silt Fencing was placed around the perimeter of the building sites to protect against any type of soil erosion. The site was scraped of topsoil and unsuitable soil to create a flat area for all structures. The apparatus bay area along with the parking pad and drive were under cut to a depth of eight (8) inches. A geotechnical mat material was placed on top of the exposed soil where then a six (6) inch base of shot rock was placed to create a stable drive area for a watered down apparatus. On top of the base an additional Three (3) to Four (4) inches of crusher run was placed for the final topping and compacted in as well. A larger parking pad for staff and guest were also developed on the side of the apparatus bay. Along with the pads being developed a pit was dug between the mobile home and the apparatus bay for the installation of the three thousand (3000) gallon septic pump tank.
 
 
Financial Impact
The Board has approved and allocated $150,000 of Facilities Tax funds to support the development of temporary Fire Station 7.  The cost of the manufactured home to house the staff will costs approximately $18,889.20 and will be constructed in a manner that allows for the unit to be removed from the site and stored for possible situation, office need or the city may elect to sell.
 
Recommendation
The City Administrator has granted approval of funding of approximately $18,889.20 for the site work needed for the installation of the manufactured home, pole barn and septic pump tank until a permanent facility can be constructed.
