Purpose

The purpose of this memorandum is to provide information to the Board of Mayor and Aldermen (BOMA) to consider pursuing a grant for constructing a multi-use path along State Route 96 (on the northern side) from Vera Valley Rd to 9th Ave North.

 

Background

City of Franklin is in the process of installing a multi-use path along SR 96 West from Vintage Grove Lane to Vera Valley Road, which was bid for construction in June, 2015. The current project is to extend this multi-use path starting at the Vera Valley Road to 9th Ave North for providing pedestrian and bicycling access to Freedom Middle School and Freedom Intermediate School from the neighborhoods surrounding Hwy 96 West. Two other schools exist with in the vicinity of this path - Poplar Grove School and Johnson Elementary. Students from these two schools will also benefit as they will have access to this path (if it is constructed). Also, Jim Warren Park, three subdivisions (Clairemonte, Spencer Hall, and West Field Estates) and two churches (The Church of West Franklin and The Kingdom Hall of Jehovah’s Witness) and Fire Station No. 1 are located along SR 96, with in this project vicinity.

 

Eighty percent (80%) of the construction costs can be funded with federal funds and the City will be responsible for the 20% non-federal construction cost and all preliminary engineering, design and right-of-way expenditures.  It should be noted that TDOT may cap the Federal Funding at $1,000,000 but our request will be for $1,760,000.  The total estimated construction costs along with the probable federal funding and the required local (COF) match are shown in the table below:

Options

The available options are as follows:

 

1.                     Accept the proposal of constructing the multi-use path - If this multi-use path is constructed, bike and pedestrian connectivity will be improved.  Please note there are four schools (Freedom Middle School, Freedom Intermediate School, Johnson Elementary School and Poplar Grove School), a couple of Churches, Jim Warren Park, a Fire Station and multiple neighborhoods along this project route.

 

2.                     No action - considers that the multi-use path will not be extended east of Vera Valley Rd along SR 96 West. 

 

Financial Impact

If approved, the City will need to allocate approximately $1,466,000 to the proposed project.  This funding would be spent over the next 3-5 years.  It should be noted that if TDOT caps the federal funding at $1,000,000 our estimated cost would increase to approximately $2,226,000.

 

Recommendation

Staff recommend approval of Resolution 2015-78.
