Purpose
The purpose of this memo is to provide information to the Franklin Municipal Planning Commission (FMPC) concerning a site plan for a project located at 1127 Murfreesboro Road.

Background/Staff Comments
The rezoning and development plan for this project were given a favorable recommendation by FMPC in December 2014, and were approved by BOMA in March 2015. The site plan requires FMPC approval as it includes an incompatible land use buffer. The applicant has been working with the Water/Sewer department to resolve its connection location, and an appropriate location has been identified along Churchill Place Drive. The applicant has been made aware that all off-site easements required with this location must be obtained prior to Post-PC approval. Applicant has also been made aware that required fire pressure testing must be completed from this proposed connection location, and that additional requirements to fire protection may be imposed on the plan and/or building based on these tests. Other than these outstanding issues, the plan matches the development plan as approved.
Project Considerations
Project Considerations are not conditions of this approval, but are intended to highlight issues that should be considered in the overall site design or may be required when more detailed plans are submitted for review. These items are not meant to be exhaustive and all City requirements and ordinances must be met with each plan submittal.
This site plan will not be able to be approved through the Post-PC process until the development plan has been approved through the Post-PC process.
Off-site easements will need to be obtained prior to the site plan gaining approval through the Post-PC process.
This site plan will expire in one year from the date of action of the Franklin Municipal Planning Commission.
Any proposed retaining wall greater than 48" in height as measured from the bottom of the footing shall be a separate submittal to Building & Neighborhood Services for review, approval and permitting. A material and color sample shall be submitted with the building plans. The proposed retaining walls are required to match the materials used in the building. Provide plans / details to show how the walls will be faced to meet the material requirement.

PROCEDURAL REQUIREMENTS:
1. In addition to uploading the corrected plan to the online plan review website (https://franklin.contractorsplanroom.com/secure/), the applicant shall submit one (1) complete and folded set and a .pdf file of corrected site plan to the Department of Building and Neighborhood Services (Suite 110, Franklin City Hall). All revisions to the approved plans shall be "clouded." With the resubmittal, each condition of approval/open issue in the online plan review system shall contain a full response from the applicant as to the satisfaction or completion of that condition.
2. Once the corrected site plan has been approved, one (1) full-size and one (1) half-size copy of the final approved landscape plans shall be submitted to the Department of Building and Neighborhood Services for future landscape inspection purposes.
3. Once all conditions of approval related to engineering and tree preservation concerns have been met, the plans will be digitally stamped and signed by city officials prior to the issuance of stormwater and grading permits and water/sewer approval, where applicable. If revisions are necessary prior to digital stamping, the sheets shall be revised and emailed to Amanda Ray in Engineering for approval. The following permit documents shall be submitted to Engineering: Stormwater/Grading Permit application, original signed and notarized Long Term Maintenance Agreement, Utility Permit application, signed and notarized Right of Entry Affidavit (if applicable) and permit fees (outlined on the uploaded applications).
4. The applicant shall upload complete building plans, including the approved, revised site plans, to the City's IDT site for Building and Neighborhood Services Department review and approval prior to the issuance of a building permit.
5. Prior to start of any excavation work, the developer and/or contractor shall notify AT&T and Comcast.
6. The city's project identification number shall be included on all correspondence with any city department relative to this project.
