Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a professional services agreement (PSA) with Barge Waggoner Sumner & Cannon, Inc. (BWSC) for the Southeast Municipal Complex Master Planning.
Background
The 2015 Comprehensive Parks & Recreation Master Plan recommended the development of a new Southeast Multi-Purpose Park. The master plan made the following recommendation:
“The park should include a minimum of 8 lighted multi-purpose rectangular sports fields that could be used for football, lacrosse, rugby and soccer. The Franklin Cowboys football program would move from Jim Warren Park to this new park when completed. This park should have a range of passive uses as well to serve as a Community Park for neighborhoods in this area. A master plan should be developed for the park once the site is identified to guide phased development of the park.”
In December 2015, the BOMA approved a PSA with Edge Planning and Landscape Architects, and Urban Design for the development of master plan for the future park located on the Lockwood Glen property. This was done through a partnership with Crescent Lockwood LLC, and the total cost was in the amount of $21,500. The City was responsible for half of the cost, and Crescent Lockwood LLC was responsible for the other half.
On October 25th, 2016, the BOMA approved Resolution 2016-69, “A Resolution to Adopt the Project List for Phase I of the FY 2017-2026 CIP. This resolution included $13,200,000 for the development of a Southeast Multipurpose Park. Below is a summary of the proposed scope of service:

This scope of services generally includes the development of a park master plan, opinion of probable cost for a new park on the 188-acre tract located between I-65 and the Harpeth River on the east side of Franklin. The scope includes inventory and analysis of existing conditions, concept plan development to include phasing, FEMA and a bridge/access study, public workshops, traffic impact study and park branding and graphics. As part of the scope, we will develop a Core Planning Team to work with us in the development of the park master plan. This site is also the location of a potential wastewater treatment facility, which would be located on 14 to 20 acres of the 38 acres of the property that is out of the floodplain. The Integrated Water Resources Plan identified the need for a second wastewater treatment/reclamation facility in the southern portion of the City to serve Franklin’s sewer system. As part of the project, CDM Smith will evaluate and identify the site constraints, complete a karst evaluation, evaluate sizing and generic layout of the treatment facility, and participate in the master planning of the park as part of the Core Planning Team.
In addition, we will have numerous public meetings to obtain feedback from the public and the BOMA. Depending on the amount of public input, our goal is to obtain BOMA approval on the master plan by January of 2018.
Financial Impact
Funding for the project will be paid out of the FY2017-2026 CIP budget as allocated through resolution 2016-69.
