Consideration of Amendment 1 to Contract 2016-0227 with BRIDGES of Williamson County for Public Facilities Improvements Utilizing Community Development Block Grant (CDBG) Funds from Program Year 2015-2016.
Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning increasing the Bridges COF Contract No 2016-0027 by $10,554.56 to reflect the difference in the original CDBG award and the current available funds. The City allocated $60,311.80 of the 2015-16 CDBG funds to the Housing and Urban Development (HUD) activity Public Facilities. This allocation was divided equally between three non-profits that met the criteria within the Request for Proposal.
Background
The original contracts were awarded in the following amounts. Community Housing Partnership (CHP), (COF Contract No. 2016-0226) $21,109.13, Franklin Housing Authority (FHA) (COF Contract No. 2016-0035) $21,109.13 and Bridges of Williamson County (COF Contract No. 2016-0227) $18,093.54. Additional funds became available when CHP notified the City that they were unable to obtain the easements necessary to meet the scope of work that had been identified for this project. The funds from the voided contract with CHP were split equally between the remaining two contracts in the Public Facilities activity.
Both FHA and Bridges of Williamson County have submitted a request and new scope of work reflecting their desire and ability to utilize these additional funds.

Financial Impact
There is no financial impact to the City. This recommended change is to reallocate the funds equally to FHA and Bridges of Williamson County. The table below reflects how the City will amend the current contracts to include the additional funds as referenced below:
