Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the approval of the Funding Agreement for CDBG program year 2019-2020. These funds will be allocated according to the 2019-2020 Annual Action Plan.

Background
The Annual Action Plan (AAP) was approved by the Board of Mayor and Aldermen in May. This funding agreement reflects the amount of the CDBG award granted by HUD for FY 2019-2020 based on the approved AAP.

The Department of Housing and Urban development requires entitlement cities to develop and submit an Annual Action Plan reflecting the projections for the next fiscal year, as well as, a 5-year Consolidated Plan. The 2019-2020 Annual Action Plan allocates funds as follows:
* Emergency Rehabilitation for low to moderate income homeowners that need repairs relating to health and safety;
* Community Based Development Organization (CBDO) funds that allow for new construction or rehabilitation of homes that will be sold to low-to-moderate income persons;
* Public Facilities that support projects that create new attainable housing, and;
* Land Acquisition that is not tied to a CBDO.

Financial Impact
Programs and recipient contracts will be funded by the Community Development Block Grant entitlement the City receives annually. The 2019-2020 entitlement is $353,910.
