Purpose

The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a revision to the organizational structure of the Water Management Department.

 

Background

In order to maximize efficiency, provide greater qualified staff to assess and investigate water & wastewater infrastructure of City and protect the health, safety and property of the community, this resolution asks to convert one vacant Equipment Operator (Grade D) position into a new position of  Water & Wastewater Infrastructure Assessment Technician (Grade E). The new position will report to the Service Division Assistant Superintendent and perform infrastructure assessments, assemble and interpret  data, evaluate structural and capacity conditions and report on the condition and status of the City’s water and wastewater infrastructure.

 

Financial Impact

There is no net financial impact within Fiscal Year 2019 as a result of Resolution 2019-11. Sufficient personnel vacancies have accumulated within the Water Management Department to fully fund this position through the remainder of the fiscal year. This request, if approved, will be fully funded in the FY 2020 Budget for the entire fiscal year.
