Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Consideration of the annual contract between the City of Franklin and Paul Johnson in the amount of $7,500.00 for consultant services associated with developing and implementing affordable housing programs as part of the Community Development Block Grant (CDBG) Program.

Background
Paul Johnson offers affordable housing development consultant services and financing to nonprofit organizations, housing authorities, and community organizations for affordable housing and neighborhood revitalization projects. Mr. Johnson has worked with the City since 2007. The U. S. Department of Housing and Urban Development (HUD) requires CDBG entitlement communities to submit annual progress reports and updated applications to remain eligible for CDBG funding. For the past eleven years the City has received approximately $250,000.00 annually in CDBG funds of which Twenty-Percent (20%) may be used for administrative costs. As endorsed by the Board of Mayor and Aldermen and specified in the City's Annual Action Plan these funds will support Public Facilities, Community Based Development Organization, and Emergency Rehabilitation.
