Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the final draft of the master plan for specific structures on the property and improvements to the property along with potential programming ideas for consideration. The plan once approved would be part of the original master plan with an amendment to come in 2019 for the existing conservation easement.

Background
In 2005, the Parks Department master planned the entire 199-acreas. Even though the master plan provided the overall vision for the property and important themes to create the conservation easement, an updated, more specific plan was needed to guide the City's investments in the park going forward. The Parks Department contracted for architectural professional services with Tuck-Hinton Architects in July 2018. The objective of the study was to evaluate specific structures and develop concepts that broaden their usefulness and provide updated opinions of cost for planning, budgeting and potential partnership opportunities.

Financial Impact
The total contract amount for this project was in an amount not-to-exceed $39,450.

Staff recommends approving the resolution to accept the Park at Harlinsdale Farm master plan providing recommendations for improvements to structures and pedestrian circulation on the property. The department will work with Engineering and Finance to update the existing CIP document to show total costs and phasing options for projects.
