Purpose

The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) to consider a contract with Community Housing Partnership (CHP) to continue program delivery assistance with the Community Development Block Grant (CDBG) Emergency Repair Program

 

Background

In 2007, following BOMA approval of the City’s first Consolidated Plan, the Department of Housing and Urban Development (HUD) designated the City of Franklin as an “entitlement city”.  Entitlement city status allows the City to receive annual allotments to implement projects and activities that prevent/eliminate blight, meet urgent need, or principally benefit persons of low and moderate income.  HUD has, on average, allocated $275,000 per year to support our community development projects and activities.

 

This Contract reflects the balance of funds previously allocated to CHP through COF Contracts 2013-0087 and 2016-0077, and new funds to be allocated for the current 2018-2019 program year.  Community Housing Partnership has successfully assisted the City of Franklin with the Emergency Repair Program since its inception.  Approval of this contract will allow CHP to continue their program assistance. The combined total of construction, repairs, and services shall not exceed One-Hundred Twenty-Six Thousand Thirteen and 50/100 Dollars.  ($126,013.50).

 

Financial Impact

This contract is fully funded by HUD through the Community Development Block Grant Program.
