Purpose

The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a variance from Title 18 for the property at 1215 Hillsboro Road, the Christ Community Church.

SFUE’s Requested: 13

Domestic Water Meter Size(s): 6”

 

This property was initially granted availability for 29 SFUEs 2012 and was granted availability June 7, 2018, for an additional 13 SFUEs.  The applicant has requested for a waiver to Title 18 from the City’s Municipal Code, Section 18, Section 113 for Multiple Services Through a Single Meter:

No customer shall supply water service to more than one dwelling or premise from a single service line.

 

However, Title 18, Section 109, also provides the following guidance regarding the Board of Mayor and Alderman approval process:

Board of Mayor and Alderman may grant a variance or waiver from requirement of this chapter, upon written request by a developer or owner of a property subject to this chapter.  The Board of Mayor and Alderman shall grant the waiver or variance only upon finding that a strict application of such requirement would result in confiscation of the property.

 

The attached site plan shows the proposed loop for the new youth center that will connect to the existing service behind the meter.

 

Financial Impact

The calculated impact fees for a 1-inch meter is $8,732 for the impact fee with an existing tap.

Staff recommends that this variance be granted to allow the applicant to tie in behind the meter, however the indicated impact fees for a 1-inch meter shall still be collected.
