Purpose

The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the proposed amendments to Title 2, Chapter 5, of the Franklin Municipal Code pertaining to the name, purpose, and membership structure of the Battlefield Preservation Commission.

 

Background

The Battlefield Preservation Commission held a strategic planning session in January of this year, led by preservation planning consultant Phil Walker.  The goals of the session were to evaluate the purpose and priorities of the Commission and to create a visioning and strategic plan.  The proposed ordinance amendments echo the plan’s recommendations to rename the Commission to be called the Franklin Civil War Historical Commission and update the Commission’s role and membership structure. The Commission believes that the proposed amendments better reflect its overall vision and purpose to not only preserve, but also identify, interpret, maintain, and recognize Franklin’s Civil War battlefields and related historic sites.
