Purpose

The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning is to recommend denial of a request for sewer availability for the above referenced property.

Staff recommends that this availability request be denied.  Although a new sewer main will be installed across the adjacent property, allowing this applicant to tie into that main would entail a service line crossing one property to serve another property.  This would constitute a non-systematic expansion of the sanitary sewer system.  In addition, Title 18 of the Franklin, TN Code of Ordinances states that the City is responsible for a service line from the main to the customer’s property line.  In this case, this would create an undue burden on the City and, by extension, on the Water Management Department utility rate payers.
