Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Ordinance 2018-39.
Background
The intersection of Church Street and 1st Avenue South is currently configured with stop control on the Church Street approach only. The sight distance from Church Street onto 1st Ave South does not meet the minimum requirements as published in both the City of Franklin Transportation & Street Technical Standards and the American Association of State Highway and Transportation Officials’ A Policy on Geometric Design of highway and Streets (Green Book). The Manual on Uniform Traffic Control Devices for Streets and Highways (MUTCD) allows the application of all-way stop control at intersections with limited sight distance that create a safety concern. In the past five (5) years, there have been six (6) crashes at this location. Five (5) of the crashes are due to a lack of sight distance.
Financial Impact
The estimated cost associated with adding two (2) stop signs and stop bars is under $2,500. This cost will be paid out of the Street Department’s approved annual budget.
