Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the Professional Services Agreement (COF Contract No. 2018-0185) with Hazen and Sawyer for the Spencer Creek at Franklin Road Sanitary Sewer Improvements Project.

Background
The Professional Services Agreement for the evaluation and design improvements to the existing sanitary sewer at Spencer Creek and Franklin Road with Hazen and Sawyer was approved by the BOMA on March 11, 2014. A portion of the 36-inch sewer was blocked and attempts to clean the sewer and remove the blockage failed. There are also several 90 degree bends in the line which impacts the hydraulic capacity of the sanitary sewer line. Hazen and Sawyer recommended the design of a new alignment for the sanitary sewer line, which was completed in May 2015. Only one easement for the proposed sanitary sewer line remains to be obtained. The City has also requested Hazen and Sawyer to include a section of 8-inch sanitary sewer line behind P.F. Chang's that is in need of replacement to the plans.

This agreement includes the following services:

* Task 1: Design - update and submit plans to TDEC for approval, including the sewer replacement behind P.F. Chang's
* Task 2: Permitting - resubmit any expired permits
* Task 3: Bidding - prepare bid documents, answer RFIs, prepare addendums, conduct pre-bid conference, attend bid opening, review bids and make recommendation to the City
