Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the approval of a memorandum of understanding (MOU) for completing the Scope of Services for the Freedom Middle School, Poplar Middle and Elementary Schools - Ballfield Renovation project.

Background
Identified in the 2015 Comprehensive Parks Master Plan, the City and Franklin Special School District explored the need to share facilities and use. In 2017, both parties moved forward with developing a concept master plan for four (4) school sites, Freedom Middle School, Poplar Grove School, Freedom Intermediate, and Johnson Elementary School. The first project identified in the overall concept plan was the baseball renovation project. On August 13, 2018, the Parks Department along with Lose Designs consultants presented a Scope of Services COF Contract No. 2018-0085 for consideration to the Franklin Special School District Board (FSSD). The FSSD Superintendent requested a MOU be provided to the school from the City in order that both parties have a clear understanding of the overall expectations of the project. The FSSD will vote to consider the MOU and the Contract on September 17th during the regularly scheduled meeting.

Financial Impact
Pursuant to COF Contract No. 2018-0085, the Consultant shall be paid monthly for work performed based on the fee schedule not-to-exceed ($60,000) sixty-thousand dollars. FSSD shall pay half of the total contract in the amount of ($30,000) thirty-th...
