Purpose

The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Resolution 2018-69, showing support for presenting the City of Franklin’s history to a fuller extent.

Background

At the August 14, 2018 Work Session, Pastor Hewitt Sawyers (West Harpeth Primitive Baptist Church), Pastor Kevin Riggs (Franklin Community Church), Pastor Chris Williamson (Strong Tower Bible Church), and Eric Jacobson (Battle of Franklin Trust) shared the idea of presenting the “fuller story” of Franklin’s history through the addition of historic markers and in the future, additional memorials that represent and commemorate the African American experience in Franklin.

The initial work would entail the installation of four markers on the City Square documenting the history of various events specific to Franklin, in an effort to add to the story of Franklin’s history, provide an opportunity for education, and to unify the community.  Beyond the initial work, there are plans to commission a statue to recognize the approximately 300 United States Colored Troops (USCT) for siting at a location yet to be determined.

Resolution 2018-69 was drafted to demonstrate support for the addition of these historic markers and for embracing the concept of telling Franklin’s history to a fuller extent.

Financial Impact

The work presented at the August 14, 2018 Work Session does not have a financial impact to the City of Franklin.
