Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a Professional Services Agreement (PSA) with Civil & Environmental Consultants, Inc. (CEC) for engineering and related technical services for the Municipal Services Complex Improvements Project.
Background
The City of Franklin's Municipal Services Complex on Century Court was opened in 2004. Within this complex are the Solid Waste Transfer Station, Sanitation & Environmental Services Department offices, Fire Department Training Center, and the Police Department's shooting range, shoot house, and impound lot. With the City's growth, the demands on the facility have also grown through the years.
Several improvements are needed to allow the facility to continue to serve the City. Critical improvements include the reconstruction of the facility pavements and the repair/reconstruction of the leachate collection system. Additional improvements include stormwater drainage system & water quality improvements and the conversion of the facility's private water line to a public water line to allow for a looped connection between Century Court and the Shadow Green area.
This PSA (COF Contract No. 2018-0169) includes the following services:
* Survey of the entire complex property,
* Design of the water line conversion,
* Investigate of the existing leachate collection system and a technical report with recommendations for modifications and repairs,
