Purpose

The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Resolution 2018-57.

Background

On September 6, 2016, the City Administrator approved a professional services agreement with Alfred Benesch & Company in the amount of $18,580.00 for the survey and design of the Carnton Lane Culvert Replacement Project.  This project generally includes the replacement of an existing corrugated metal pipe (CMP) with a concrete box culvert.  This culvert is in need of replacement and was included in the Engineering Departments annual Stomwater budget.  On April 27, 2018, sealed bids were received in the Engineering Department and were publicly opened and read aloud.  Adams Contracting, LLC. was the low bidder for the project.

Financial Impact

The low bid was for $256,225.10 and staff is requesting an additional contingency of $75,000 to expedite any possible change orders for unforeseen conditions associated with the project.  The spending of all funding will be paid out of the approved Engineering Department’s Stormwater budget and will be reported to the BOMA as part of the final change order.
