Purpose

The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning needed pedestrian improvements on West Main Street.

 

Background

West Main Street (North Petway Street to 11th Ave South) does not have any pedestrian facilities making it difficult and unsafe for pedestrians to cross the existing bridge located over West Main Branch.  The Comprehensive Transportation Network Plan recommends West Main Street to be widened to a three-lane typical section with curb / gutter and a sidewalk.  The Board has requested staff to explore options to widen the north side of the bridge only to add a shoulder for pedestrians to cross the stream.

 

48-hour pedestrian counts were completed on 4/10/2018-4/12/2018.  These counts ranged from 0 pedestrians per hour to 17 pedestrians per hour.  The average number of pedestrians per hour during peak hours (7AM-6PM) was 10.83 pedestrians per hour.

 

Financial Impact

The Estimated project cost is around $400,000.  Funding for the project shall be either amended into the FY 2018-2019 Engineering Stormwater Capital Budget or included in the FY 2019-2020 Engineering Stormwater Capital Budget.
