Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Amendment #4 to the Professional Services Agreement (COF Contract No. 2014-0177) with Hethcoat and Davis for Goose Creek Sanitary Sewer Extension Project from West of I65 to East of I65.

Background
On September 9, 2014, the Board of Mayor and Aldermen approved a Professional Services Agreement with Hethcoat & Davis, Inc. for the engineering and design of the Goose Creek Sanitary Sewer Extension Project from West of I-65 to the East Side of I-65 Improvements Project. This professional services agreement allowed Hethcoat & Davis, Inc. to provide the City with a detailed plan to extend sanitary sewer across I-65.
* Amendment No. 1 to the PSA was approved by the BOMA on September 8, 2015, which added the design of a reclaimed water line to the existing sanitary sewer extension project.
* Amendment No. 2 to the PSA was approved by the BOMA on November 22, 2016, which provided for additional construction services required by an increased construction period and covered for permit renewals.
* Amendment No. 3 to the PSA was approved by the BOMA on August 8, 2017, which provided for additional resident project representative services as a result of a 60-calendar day time extension approval for the construction project.
