Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Resolution 2017-15 to award the construction contract (COF Contract No. 2016-0276) to Superior Traffic Control, Inc. (STC) and to establish a project contingency.

Background
On July 28, 2016, City staff presented the results of a traffic and safety study for the section of East McEwen Drive, between Cool Springs Boulevard/Oxford Glen Drive and Wilson Pike, to the Capital Investment Committee (CIC). The recommended improvements from this study included: new and larger warning signs, driver feedback signs, flashing beacons, centerline rumble strip, raised pavement markers, updated striping, and the installation of additional guardrail.

In an effort to expedite the delivery of this project, some of the recommended improvements have been completed both in-house by City staff and by the Streets Department annual contractor. The remaining improvements were combined into a single construction contract (COF Contract No. 2016-0276) for competitive bidding.

On February 20, 2017, City staff received, opened, and read construction bids for this project. Superior Traffic Control, Inc. (STC), with a total bid amount of $93,267.70, was the apparent low bidder.
