Purpose
The purpose of this memorandum is to provide the Board of Mayor and Aldermen (BOMA) with information to consider an Engineering Professional Services Agreement, COF Contract No. 2014-0306, with AMEC Environment & Infrastructure, Inc., for the stormwater best management practices (BMP) manual update, water quality calculation tool update and design detail development.

Background
The current National Pollutant Discharge Elimination System (NPDES) MS4 Permit issued by the State of Tennessee to the City of Franklin requires that after 48 months of coverage, post-construction policies and Best Management Practices (BMPs) be in place requiring Runoff Reduction methodology implementation. City staff successfully implemented runoff reduction requirements by implementing a new BMP Manual on January 14, 2014. Over the past year, city staff has identified numerous issues that need to be corrected to successfully implement the runoff reduction method to protect our water resources. Changes to the manual will include modifying the current approved BMP's, development of a standard long term maintenance agreement, update the calculation tool and providing standard construction drawings for various structural BMP's.

Financial Impact
Engineering Services will be paid on a time and materials basis for a fee not to exceed $29,930. $100,000 was approved as part of the FY 2014-2015 budget under line item 82560 Consultant ...
